Gordon Brown told us that the Government is increasing the budget for flood defences by \u00a3200 million to \u00a3800 million a year. [&#8230;] But the small print tells a rather different story. The extra \u00a3200 million won&#8217;t be available until 2011. The Environment Agency&#8217;s budget has been frozen.
